AANPE - Terms of Reference

 

AANPE was formally established in 2005 and now has 180 members representing over 40 UK Universities.   

The Association offers an Annual Conference and AGM (free to members). 

AANPE is organised via an elected National Committee that meets quarterly.

 

 

An expert advisory group for consultation, professional advice, policy and regulatory development.
Establishing the role and status of Advanced Nurse Practitioners through interface with other Allied Health Professions.
Engaging in dialogue and lobbying with professional and statutory bodies, commissioners, employers and relevant government bodies.
Networking across the UK – RCN, Advanced Nurse Practitioner Forum
Collaboration between US and UK Advanced Nurse Practitioner education providers - USA NONPF, ICN.
Collaborative curriculum development and standard setting for Advanced Nurse Practitioner education across the four countries of the UK.
Sharing information on national and international developments that are pertinent to Advanced Nurse Practitioner education, and promoting best educational practice.
Problem sharing, problem solving and mutual support.

Regulation - a long story
TIMELINE: REGULATING ADVANCED PRACTICE
 

1994
UKCC agrees on post-registration education and practice arrangements. The regulatory body pinpoints two levels of post-registration practice.
1996
UK taskforce set up to look at regulation of new nursing roles.
1997
UKCC decides not to set standards for advanced practice.
 
1998
UKCC launches consultation document A Higher Level of Practice looking at how registrants can be assessed and recognised as advanced practitioners. It proposes that all applicants should hold a UK degree or equivalent and have practised for a minimum of three years full time. When the consultation ends, the UKCC’s governing body agrees regulation is needed.
2002
Nursing and Midwifery Council (NMC) takes over from the UKCC as nurses’ regulatory body.
 
2004
NMC launches consultation into how nurses in advanced roles should be known and regulated. It proposes that advanced nurses should have ‘master’s level-thinking’. The consultation sets out competencies that advanced nurse practitioners need to reach, covering management of patient illness, health promotion and disease prevention. It says nurses who attain the competencies will have their advanced status recorded on the NMC register.
2005
NMC agrees to open a further sub-part of the nurses’ register for advanced nurse practice (ANP), but has to seek permission from the Privy Council so that legislation can be drawn up. The earliest anticipated date for legislation to be in place is estimated as August 2006. Only nurses who have achieved NMC-set competencies for a registered advanced nurse practitioner will be permitted to use the title advanced nurse practitioner.
2007
The UK-wide White Paper Trust, Assurance and Safety: The Regulation of Health Professionals is launched following the government’s response to recommendations set out in the Fifth Report of the Shipman Inquiry.
 
2008
Department of Health commissions health regulator umbrella body the Council for Healthcare Regulatory Excellence (CHRE) to put together evidence on the changing roles of health workers.
2009
The CHRE publishes calls for a risk-based approach to the use of job titles.

Front Line Care - the Prime Ministers Commission on the future of Nursing and Midwifery - Thursday, March 11, 2010

 

The Report Recommends:

"The Nursing and Midwifery Council must regulate advanced nursing practice, ensuring that advanced practitioners are recorded as such on the register and have the required competencies. Stakeholders must also consider how to reduce and standardize the proliferation of roles and job titles in nursing."

The NMC Responds:

"The NMC will be establishing a project group to examine the basic competencies required of someone practising at an advanced level in order to protect the public. The group will be seeking to learn the views of stakeholders and the lessons from how other countries, such as Australia and the USA, already regulate advanced nursing practice. "
